Born in Vero Beach, Florida, Todd W. Fennell is a valued member of the Estate Planning & Tax Group. He is Chairman of the Family Office Division and focuses his practice on sophisticated estate and tax planning strategies for high net worth individuals and families. He is “AV” rated by Martindale-Hubbell’s peer review rating system, the highest such rating available to any individual lawyer. Todd has received the honor of being designated as one of the Best Lawyers in America by US News and World Report.
Todd’s focus is on high net worth clients and organizing family information, planning and stewardship and values for the next generation. His practice includes tax planning strategies for high net worth individuals and families, complex estate planning and probate administration, family office administration, family business succession, and charitable planning.
Todd graduated with high honors from the University of Florida College of Law, where he also earned a Juris Doctor degree and a Master of Laws (LL.M) in Taxation. While in law school, his goal-oriented mentality and drive for success led to several honors and distinctions including membership into the Order of the Coif, the Irving Cypen Scholastic Achievement Award, and the Richard B. Stephen Scholar Recipient. He was also the Chief Tax Editor and Assistant Executive Editor of the University of Florida Law Review. Upon graduation, Todd practiced in the tax department at the large commercial law firm of Trenam Kemker in Tampa, Florida, before returning to Vero Beach and joining Gould Cooksey Fennell.
Todd frequently lectures on the issues of estate tax and planning and probate and trust administration. He is admitted to practice before the tax court of the United States.
In addition to the law practice, Todd is actively involved as a board member of various charitable and civic organizations including the Planned Giving Council of Indian River, the Environmental Learning Center Foundation and the Gifford Youth Activity Center. His commitment to community is deeply ingrained as an integral part of the Gould Cooksey Fennell firm culture.

Notable Settlements and Verdicts
Plaintiff was operating a small motorcycle/scooter when a 91 year old man turned left in front of him hitting him essentially head on. As a result of the collision, the Plaintiff sustained catastrophic injuries to his lower body, including snapped femurs and fractures to the spine and pelvis. After a two week trial the Indian River County jury returned an award totaling $9.381 million.
Medical negligence claim arising out of a breach in the standard of care by a physician and hospital in which an incorrect, corrosive chemical was used during a gynecological procedure, resulting in acid burns and severe permanent injuries to the Plaintiff.
A Brevard County Jury awarded Plaintiff $6.4M against Defendant State Farm, following an accident that resulted in numerous catastrophic orthopedic injuries, including a below knee amputation of the Plaintiff’s left leg.
